Re: Bell Canada/Aliant Telecom Inc. Connecting and Operating Agreement

On 22 December 2005, the Commission received the company's request for approval of Bell Canada/Aliant Telecom Inc. Connecting and Operating Agreement.

The company is requested to provide comprehensive answers, including any supporting information, to the attached questions with regard to the above referenced application by 20 January 2005.

The Commission expects to render its decision within 45 business days of the date of receipt of the agreement.

  1. In its 22 December 2005 filling letter, the company indicated that Bell Canada and Aliant Telecom Inc. (Aliant Telecom) had entered into a new connecting and operating agreement for a two-year term commencing on 31 December 2005 and ending 31 December 2007 (the proposed Agreement).

    The company also indicated that the proposed Agreement replaces, with respect to the relationship between Bell Canada and Aliant Telecom, the connecting and operating agreement, dated 30 September 1999 between Bell Canada, Aliant Telecom, Saskatchewan Telecommunications and MTS Communications Inc. (now MTS Allstream Inc.) (the 1999 Agreement).

a) With respect to the new services covered under the proposed Agreement, provide explanations of the settlement rules with examples.

b)  Provide the differences between the settlement arrangements in the 1999 Agreement and the proposed Agreement, with rationale for any changes.

c) Clarify the status of the current agreements with MTS and SaskTel.
