The Commission has received a complaint from the CAB dated November 23, 2006 concerning the non-compliance of certain broadcasting distribution undertakings (BDUs) with the Commission's regulatory framework respecting the simultaneous substitution of HD.
A copy of this complaint is attached.

Please provide the Commission with any comments you might have on the CAB'S complaint by December 20, 2006 (with copies to the CAB). The CAB may provide reply comments to the Commission by January 8, 2007 (with copies to parties on the distribution list). The comments and reply comments should be actually received, not merely sent, by the dates specified.
