IP-to-IP interconnection - Follow-up to Decision 2005-28

In Regulatory framework for voice communication services using Internet Protocol, Telecom Decision CRTC 2005-28, 12 May 2005, as amended by Telecom Decision CRTC 2005-28-1, 30 June 2005 (Decision 2005-28), the Commission concluded that, for improved network efficiency, standardized Internet protocol (IP)-to-IP interconnection was an important issue that needed to be resolved as the use of IP became more prevalent in the telecommunications market.

In Decision 2005-28, the Commission noted that the CRTC Interconnection Steering Committee (CISC) had already undertaken to develop IP-to-IP interconnection interface guidelines. The Commission was of the view that before determining what further course of action it would take in this regard, it would first review the guidelines that CISC was in the process of developing.

The CISC Network Working Group (NTWG) submitted to the Commission for its review IP Interconnection Profile for Interconnection Between Service Providers Under the Jurisdiction of the CRTC, 5 December 2005 (NTRE0035B). In this report, the NTWG recommended that IP-to-IP interconnection should support the Minimum Message Set approved by the Commission for Common Channel Signalling 7 interconnection.

The report also indicated that the NTWG planned further consideration of technical documentation on IP to IP interconnection guidelines produced by various standards writing bodies and other organizations, in order to provide additional guidelines for IP-to-IP interconnection. The NTWG identified several issues that involved regulatory policies that would require Commission guidance. The NTWG proposed to study further the technical implications surrounding these issues and to communicate its specific concerns to the Commission in the first quarter of 2006.
