CFXJ-FM Toronto - Licence renewal

The Commission renews the broadcasting licence for the commercial radio programming undertaking CFXJ-FM Toronto, from 1 January 2007 to 31 August 2013.1

As part of its renewal application, Milestone Radio Inc. (Milestone) provided details related to the fulfilment of its Canadian talent development (CTD) expenditures set out in New urban music FM radio programming undertaking in Toronto, Decision CRTC 2000-203, 16 June 2000 (Decision 2000-203). In Decision 2000-203, Milestone committed to CTD expenditures totalling $300,000 annually. These included funding to support live broadcasts of jazz and other concerts, Summer Rhythms and Word Beat concerts and annual R&B/Gospel-pop concerts, as well as annual scholarships and grants. Milestone's CTD contributions also included support of the Triple Urban-Mix Series talent search and funding to the CTD plan created by the Canadian Association of Broadcasters. The Commission has reviewed the licensee's achievements in this area and is satisfied that its original CTD expenditures have been completed.

The Commission did not receive any interventions in connection with this application.

The licence will be subject to the conditions set out in New licence form for commercial radio stations, Public Notice CRTC 1999-137, 24 August 1999 (Public Notice 1999-137), as well as to the following condition:
 
  • In addition to the amounts required under condition of licence number 5 set out in Public Notice 1999-137, the licensee shall devote a minimum of $25,000 in each broadcast year to direct expenditures to support local initiatives to develop and showcase Canadian urban artists.

In accordance with Implementation of an employment equity policy, Public Notice CRTC 1992-59, 1 September 1992, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
