The Commission approves the application to change the program source for radio station VF2212 Carrot River.

The application
|

The Commission received an application by CJNE FM Radio Inc. (CJNE FM Radio) to amend the broadcasting licence for the radio programming undertaking VF2212 Carrot River, by changing the program source from "with local programming and programs received from CFMI-FM Vancouver, British Columbia", to "with local programming and programs received from CFMI-FM New Westminster, British Columbia and from CJNE-FM Nipawin, Saskatchewan".

The licensee stated that the proposed change would allow it to continue to augment its local programming with programming received from CFMI-FM, and to add to that morning programming from Nipawin between the hours of 7:00 a.m. and 11:00 a.m. on weekdays. CJNE FM Radio stated that it would continue to broadcast three hours of locally-originated programming in the English and Cree languages each week.

Intervention

The Commission received an intervention offering general comments on this application, submitted by Radio CJVR Ltd. (Radio CJVR), licensee of CJVR-FM Melfort, Saskatchewan. In CJVR-FM Melfort - New transmitter in Carrot River, Broadcasting Decision CRTC 2006-377, 16 August 2006, the Commission approved an application by Radio CJVR to amend the broadcasting licence for CJVR-FM in order to operate a transmitter in Carrot River.

In its intervention, Radio CJVR stated its support for CJNE FM Radio's proposal to change the program source to include programming received from CJNE-FM Nipawin. It suggested, however, that a condition of licence should be imposed on VF2212 that would ensure the weekly broadcast of three hours of locally-originated programming in the English and Cree languages. Radio CJVR also expressed the view that if VF2212 is allowed to rebroadcast programming from CJNE-FM, CJNE FM Radio should be expected to adhere to commitments made in its original application, which was approved in New FM radio programming undertaking at Nipawin, Broadcasting Decision CRTC 2002-2, 10 January 2002 (Decision 2002-2). At that time, CJNE FM Radio specified in its application that it would "have local and some major news reports, weather and sports every hour during the day", as well as to broadcast "about 25 hours per week of local word programming".

CJNE FM Radio did not reply to the intervention.

Commission's analysis and determinations

The Commission notes the concerns expressed by the intervener.

The Commission is of the view that the imposition of a condition of licence related to the provision of locally-produced programming in the English and Cree languages is not necessary, and notes CJNE FM Radio's commitment to continue to offer three hours of such programming each week.

With respect to Radio CJVR's suggestion that the licence for VF2212 be subject to the commitments made by CJNE FM Radio in its original application, the Commission notes that those commitments were made in the context of the granting of a licence for CJNE-FM Nipawin, and it would not be appropriate to impose such expectations on another undertaking.

The Commission is satisfied that approval of this application will not impede VF2212's ability to continue to provide programming that addresses the needs of the communities it serves. Accordingly, the Commission approves the application by CJNE FM Radio Inc. to amend the broadcasting licence of radio programming undertaking VF2212 Carrot River by changing the program source from:
