CFRM-FM Little Current - Technical change
|

The Commission approves the application by Manitoulin Radio Communication Inc. (Manitoulin Radio) to amend the broadcasting licence for the Type B community radio programming undertaking CFRM-FM Little Current, in order to change the frequency from 101.1 MHz (channel 266LP) to 100.7 MHz (channel 264A), and to change the authorized contours by increasing the effective radiated power (ERP) from 45 watts1 to 1,830 watts, by increasing the antenna height and by relocating the transmitter.

In support of its application, the licensee stated that the proposed changes would result in a better coverage to several surrounding communities on Manitoulin Island.

The Commission notes that the increase in power will result in a change of CFRM-FM Little Current's status from a low-power unprotected service to a regular Class A FM service, and that the technical changes will result in a significant increase in the authorized contours of the station.

The Commission received two interventions in support of this application. Mr. Curtis Belcher, President of CJTK-FM Sudbury (licensee Eternacom Inc.), a station located about 45 kilometres from Little Current, supported the application by noting that local radio in Northern Ontario is a "scarce thing" and that CFRM-FM Little Current is a great asset to the Manitoulin Island area. Mr. Roland Panamick noted that the increase in power will allow the nearby municipality of M'Chigeeng to receive local radio service. There were no opposing interventions to this application.

The Commission notes that CFRM-FM Little Current is the only station which broadcasts locally from Manitoulin Island and that it is a member of the local Emergency Management Committee. As this station is equipped with generators, it is capable of providing emergency information during power outages and similar situations.

The Commission also notes that CFRM-FM Little Current provides an essential service to the Aboriginal population of Manitoulin Island, which represents approximately 35% of the total population of the island. Accordingly, this station has the overall support of Manitoulin Island's Aboriginal population.

The Department of Industry (the Department) has advised the Commission that, while this application is conditionally technically acceptable, it will only issue a broadcasting certificate when it has determined that the proposed technical parameters will not create any unacceptable interference with aeronautical NAV/COM services.

The Commission reminds the licensee that, pursuant to section 22(1) of the Broadcasting Act, this authority will only be effective when the Department notifies the Commission that its technical requirements have been met, and that a broadcasting certificate will be issued.
