CFWH Whitehorse - Extension of simulcast period

The Commission approves the application by the Canadian Broadcasting Corporation (CBC) to amend the broadcasting licence for the radio programming undertaking CFWH Whitehorse, in order to extend the period of time during which the licensee is permitted to simulcast the programming of CFWH Whitehorse on an FM band following the commencement of operation of a new AM transmitter.

In CFWH Whitehorse - New transmitter in Dawson, Broadcasting Decision CRTC 2004-358, 18 August 2004 (Decision 2004-358), the Commission approved an application by the CBC to add the AM transmitter CBDN Dawson, in order to broadcast the programming of CFWH Whitehorse. The new AM transmitter would replace the transmitter CBDN-FM Dawson.

In Decision 2004-358, a condition of licence authorized the CBC to simulcast the programming of CFWH Whitehorse on CBDN-FM Dawson for a period of three months following the commencement of operation of the new AM transmitter CBDN Dawson. The CBC confirmed that it commenced operation of CBDN Dawson on 1 March 2006.

The CBC proposed to change this condition of licence in order to extend the period of time during which it would simulcast the programming of CFWH Whitehorse on the FM band, following the commencement of operation of the new AM transmitter. Whereas the original end date for the simulcast period was 1 June 2006, the CBC proposed to extend the simulcast period until 31 December 2006.

In support of its application, the CBC stated that it has been approached by a local communication society who has expressed an interest in taking over the FM undertaking and operating it as a community-owned transmitter. According to the CBC, an extension of the simulcast period would allow discussions regarding the interests of this local communication society to continue. Moreover, listeners of CFWH Whitehorse in Dawson would benefit from continued uninterrupted FM service.

The Commission did not receive any interventions in connection with this application.

The licensee is authorized, by condition of licence, to simulcast the programming of CFWH Whitehorse on CBDN-FM Dawson from 1 June 2006 to 31 December 2006. Pursuant to sections 9(1)(e) and 24(1) of the Broadcasting Act, the Commission revokes the licence for CBDN-FM Dawson effective at the end of the simulcast period.
