CKXL-FM Winnipeg - Licence amendment

  The Commission approves an application to amend the broadcasting licence for the French-language Type A community radio programming undertaking CKXL-FM Winnipeg, in order to reduce its weekly level of station-produced programming.
 

The application

The Commission received an application by Radio Communautaire du Manitoba inc. (Radio Communautaire) to amend the broadcasting licence for the French-language Type A community radio programming undertaking CKXL-FM Winnipeg, in order to reduce its weekly level of station-produced programming.

In Licence renewal for CKXL-FM, Decision CRTC 2001-84, 19 February 2001, Radio Communautaire committed to broadcasting 121 hours of station-produced programming each week.

Radio Communautaire emphasized that its reliance on the support of community volunteers deprives it of the human resources necessary to maintain a weekly level of 121 hours of station-produced programming.

The Commission received one intervention in support of this application.
 

Commission's analysis and determination

In Community radio policy, Public Notice CRTC 2000-13, 28 January 2000, the Commission indicated that it would continue "to permit community radio stations to increase or decrease their weekly broadcast time by up to 20% without application to the Commission." In its application, Radio Communautaire proposed to reduce its weekly station-produced programming from 121 hours to 68 hours, but indicated that it will continue broadcasting 40 hours each week of programming produced by the Réseau francophone d'Amérique.

In light of the above, the Commission approves the application by Radio Communautaire du Manitoba inc. to amend the broadcasting licence for the French-language Type A community radio programming undertaking CKXL-FM Winnipeg, in order to reduce its weekly level of station-produced programming. The licensee's commitment concerning the broadcasting of station-produced programming is therefore replaced with the following commitment:
 

The station will broadcast 68 hours of station-produced programming each week. Community radio licensees have the flexibility to reduce or increase their weekly broadcast time by up to 20% without application to the Commission. A change of more than 20%, however, requires prior Commission approval.
