CJBE-FM Port-Menier (Île d'Anticosti) - Technical change

1. The Commission approves the application by Radio Anticosti inc. to amend the broadcasting licence for the radio programming undertaking CJBE-FM Port-Menier (Île d'Anticosti), in order to change the frequency from 90.1 MHz (channel 211LP) to 90.5 MHz (channel 213A). The Commission also approves the application by Radio Anticosti inc. to change the authorized contours by increasing the average effective radiated power from 61 watts to 88 watts, by decreasing the antenna height and relocating the transmitter.
2. Radio Anticosti inc. indicated that it wishes to expand its authorized contours in order to better serve its audience, which is concentrated in the city of Port-Menier during the winter season and spread out in the surrounding areas during the summer season.
3. The Commission notes that the increase in power will result in a change in CJBE-FM's status from that of a low-power, unprotected service to that of a regular, Class A service.
4. The Commission received one intervention in support of this application.
5. The Department of Industry (the Department) has advised the Commission that, while this application is conditionally technically acceptable, it will only issue a broadcasting certificate when it has determined that the proposed technical parameters will not create any unacceptable interference with aeronautical NAV/COM services.
6. The Commission reminds the licensee that, pursuant to section 22(1) of the Broadcasting Act, this authority will only be effective when the Department notifies the Commission that its technical requirements have been met, and that a broadcasting certificate will be issued.
