VF8001 Shawinigan-Sud - Licence renewal

1.

The Commission renews the broadcasting licence for the French-language, religious FM radio programming undertaking VF8001 Shawinigan-Sud, from 1 September 2006 to 31 August 2013.

The station broadcasts 30 hours of local programming in each broadcast week. It provides live broadcasts of masses, marriages, funerals, baptisms and other such religious ceremonies.

The Commission received an intervention in support of this application.

The Commission emphasizes that the licensee must not broadcast the programming of any other programming undertaking, and that the programming broadcast by the licensee must meet the needs of the community it serves.

The licence will be subject to the conditions specified therein and to the following conditions:
 
  • The programming shall consist solely of religious services, with the exception of programs or program segments produced by the licensee for the purpose of ensuring balance on matters of public concern. Such programs or program segments must adhere to guidelines (i) to (iv) contained in section III.B.2a) of Religious Broadcasting Policy, Public Notice CRTC 1993-78, 3 June 1993 (Public Notice 11993-78).
 
  • The licensee shall adhere to the guidelines on ethics for religious programming set out in section IV of Public Notice 1993-78 regarding tolerance, integrity, social responsibility and solicitation of funds.
 
  • The licensee shall not broadcast advertising material.

The Commission reminds the licensee that it will not renew a licence unless the Department of Industry (the Department) has certified that the licensee has been or will be issued a broadcasting certificate. This renewal is therefore subject to the issuance of technical certification by the Department pursuant to section 22 of the Broadcasting Act.
