CHCQ-FM Belleville - Licence renewal

The Commission renews the broadcasting licence for the radio programming undertaking CHCQ-FM Belleville, from 1 September 2006 to 31 August 2013.

The application

The Commission received an application by Starboard Communications Ltd. (Starboard) to renew the broadcasting licence for the English-language, commercial FM radio programming undertaking CHCQ-FM Belleville. This licence expires 31 August 2006.

Starboard proposed to amend CHCQ-FM's commitment with respect to Canadian talent development by deleting the condition of licence requiring an annual contribution of $2,000. The licensee stated that it would abide by a condition of licence requiring an annual contribution of $400 to Canadian talent development, in accordance with the plan established by the Canadian Association of Broadcasters, as set out in Contributions by radio stations to Canadian talent development - A new approach, Public Notice CRTC 1995-196, 17 November 1995. Starboard proposed to pay all of its Canadian talent development contributions to the Foundation to Assist Canadian Talent on Records (FACTOR) for a period of seven years.

The Commission did not receive any interventions concerning this application.

Commission's determination

Based on its review of this licence renewal application and the licensee's past performance, the Commission renews the broadcasting licence for the English-language, commercial FM radio programming undertaking CHCQ-FM Belleville, from 1 September 2006 to 31 August 2013. The licence will be subject to the conditions set out in New licence form for commercial radio stations,Public Notice CRTC 1999-137, 24 August 1999 (Public Notice 1999-137), and to the following condition:

The contributions set out in condition of licence No. 5 of Public Notice 1999-137 shall be paid to FACTOR for a period of seven years.

The Commission also approves the request to delete the condition of licence requiring an annual Canadian talent development contribution of $2,000.

In accordance with Implementation of an employment equity policy, Public Notice CRTC 1992-59, 1 September 1992, the Commission encourages the applicant to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
