3. Québec, Saint-Joachim, Sainte-Pétronille, Quebec
Application No. 2005-0767-6
Application by Vidéotron ltée, on behalf of itself and its subsidiary Videotron (Regional) Ltd., collectively called Vidéotron, to amend the licences of the cable distribution undertakings serving the above-mentioned locations.
Vidéotron requests an exemption, by condition of licence, from the requirement under section 25(a) of the Broadcasting Distribution Regulations in order to continue distribution of its community channel on channel 9 which has become a restricted channel.
In New low-power community television station in Québec - Broadcasting Decision CRTC 2003-413 dated 22 August 2003, the Commission authorized a new low-power community television station in Québec (Télé-Mag inc.) on channel 9.
Further to that authorization, channel 9 on the above cable undertakings became a restricted channel.
Vidéotron is of the view that it is preferable to use the only VHF frequency still available on the basic band for the new television station and to leave the community channel on channel 9 because that is the known channel for community programming almost everywhere in the province of Quebec.

4. Winnipeg, Manitoba
Application No. 2005-0564-6
Application by the Canadian Broadcasting Corporation (CBC) to amend the licence of radio programming undertaking CKSB St-Boniface.
The licensee proposes to add an FM transmitter at Winnipeg to broadcast the programming of CKSB in order to improve service to the population of Winnipeg located in the urban centre.
The CBC cites urban growth, the construction of high-rise concrete and steel buildings, increased electrical noise from overhead wires, large and small appliances and portable radio transmitters impeding the ability of its current AM transmitters delivery of reliable and high quality signals. These factors necessitate the use of a drop-in FM transmitter.
The transmitter would operate on frequency 90.5 MHz (channel 213A) with an effective radiated power of 2,800 watts (non-directional antenna/antenna height of 142.3 metres).
