NorthernTel, Limited Partnership

Inter-exchange optical fibre service

1.

The Commission received an application by NorthernTel, Limited Partnership (NorthernTel), dated 29 November 2004, to add item 5, Optical Fibre, under section N690 of its General Tariff in order to provide the customer with dark fibre facilities between two rate centres of the company's exchanges that do not have extended area service with each other.

NorthernTel submitted that the application was filed pursuant to Fibre swapping agreement, Telecom Order CRTC 2004-356, 29 October 2004. In that order, the Commission denied a fibre swapping agreement between Bell Canada and NorthernTel, and directed NorthernTel to file an inter-exchange dark fibre tariff for approval. This tariff would enable the company to bill Bell Canada for dark fibre leased from the company.

NorthernTel also proposed that the new service be assigned to the fourth basket of services as defined in Regulatory framework for the small incumbent telephone companies, Decision CRTC 2001-756, 14 December 2001.

The Commission received no comments with respect to the application.

The Commission notes NorthernTel's proposed rates and conditions are the same as those already approved for Bell Canada in Inter-Exchange Dark Fibre, Telecom Order CRTC 2004-355, 29 October 2004.

The Commission approves NorthernTel's application. The revisions take effect as of the date of this Order.

NorthernTel is to issue revised tariff pages forthwith to reflect these changes.
