Compensation per call
|

The Commission received an application by Ontario Telecommunications Association (OTA), dated 20 December 2004, to introduce item 430, Compensation per Call, under section 4 of its General Tariff.

OTA proposed to introduce a $0.2382 compensation per call charge for each toll-free call made from a public or semi public telephone, to be billed to the long distance service provider.

OTA indicated that its proposed rate is similar to the rate approved by the Commission for TELUS Communications (Québec) Inc. (TCQ), now TELUS Communications Inc., and requested that the Commission treat its proposal pursuant to paragraph 34 of Regulatory framework for the small incumbent telephone companies, Decision CRTC 2001-756, 14 December 2001 (Decision 2001-756).

The Commission received no comments with respect to the application.

In Decision 2001-756, the Commission determined that the fourth service basket comprises all other services (not in baskets 1, 2 and 3) offered by the small incumbent local exchange carriers, such as optional services, multi-element service categories, special facilities tariffs and competitor access tariffs. The Commission also determined that: (a) rates for these services would be permitted to increase up to an already approved rate for the same service; (b) tariff applications may be submitted at any time and should reference when and where the Commission approved the rate; and (c) for rate increases that go beyond an already approved rate, an economic study must accompany the application.

The Commission notes that the rate proposed by OTA meets the requirements set out in Decision 2001-756 and is consistent with the rate approved by the Commission for TCQ in Implementation of price regulation for Télébec and TELUS Québec, Telecom Decision CRTC 2002-43, 31 July 2002.

The Commission approves OTA's application. The revisions take effect as of the date of this Order.

OTA is to issue a revised tariff page forthwith to reflect this change.
