Billing and collection service

The Commission received an application by Téléphone Guèvremont inc. (Guèvremont), dated 17 November 2004, to revise General Tariff item 7.7.3, Tariff and Fees, in order to increase its monthly billing and collection service rate from $0.1163 to $0.2415.

Guèvremont submitted that it based its proposed rate on the rate previously approved by the Commission for Saskatchewan Telecommunications (SaskTel) for the same service in Regulatory framework for second price cap period, Telecom Decision CRTC 2002-34, 30 May 2002 (Decision 2002-34, ).

The Commission received no comments with respect to the application.

In Regulatory framework for the small incumbent telephone companies, Decision CRTC 2001-756, 14 December 2001, the Commission determined that the fourth basket of capped services would comprise all other services (not in baskets one, two and three) offered by the small incumbent local exchange carriers, such as optional services, multi-element service categories, special facilities tariffs and competitor access tariffs. It also determined that rates for these services would generally be permitted to increase up to any already approved rate for the same service. It stated that tariff applications could be submitted at any time and should reference when and where the Commission approved the rate.

The Commission notes that the billing and collection service is a service that falls within the fourth basket of capped services.

The Commission also notes that SaskTel's billing and collection service rate was reduced to $0.2413 effective 1 June 2004, pursuant to the Commission's directives in Decision 2002-34.

In light of the above, the Commission approves Guèvremont's application with the exception of the rates for billing and collection service, which the Commission directs the company to set at $0.2413. The revisions take effect on the date of this Order.

Guèvremont is to issue a revised tariff page forthwith to reflect this change.
