Gateway Access Service

1.

The Commission received an application by Bell Canada, dated 31 March 2005, to revise General Tariff item 5410, Gateway Access Service. The proposed revision would allow a competitor to provide high-speed access to their end-customers who do not subscribe to an incumbent local exchange carrier or competitive local exchange carrier primary exchange service. This is accomplished by allowing competitors to purchase unbundled local loops (subject to the Type A per loop rate specified in Access Services Tariff, Competitor Access Tariff item 105.4(c)) which can be used in conjunction with the Gateway Access Service tariff.

The Commission notes that comments were filed with respect to the application. The Commission will consider all comments received when making its final determination on this application.

The Commission approves on an interim basis Bell Canada's application. The revisions take effect as of 15 April 2005.
