Compensation per call
|

The Commission received an application by Canadian Alliance of Publicly-Owned Telecommunications Systems (CAPTS), on behalf of Bruce Municipal Telephone System, Dryden Municipal Telephone System, Kenora Municipal Telephone System and Thunder Bay Telephone, dated 2 December 2004, in order to introduce a $0.2382 compensation per call charge for toll-free calls made from a public or semi public payphone, to be billed to the long distance service provider.

CAPTS indicated that its proposed rate is similar to the rate approved by the Commission for CoopTel, La Corporation de Téléphone de La Baie, Le Téléphone de St-Liboire de Bagot Inc., La Cie de Téléphone de Courcelles Inc. and Téléphone Milot inc., and requested that the Commission treat its proposal pursuant to paragraph 34 of Regulatory framework for the small incumbent telephone companies, Decision CRTC 2001-756, 14 December 2001 (Decision 2001-756).

The Commission received no comments with respect to the application.

In Decision 2001-756, the Commission determined that the fourth service basket comprises all other services (not in baskets 1, 2 and 3) offered by the small incumbent local exchange carriers, such as optional services, multi-element service categories, special facilities tariffs and competitor access tariffs. The Commission also determined that: (a) rates for these services would be permitted to increase up to an already approved rate for the same service; (b) tariff applications may be submitted at any time and should reference when and where the Commission approved the rate; and (c) for rate increases that go beyond an already approved rate, an economic study must accompany the application.

The Commission notes that the rate proposed by CAPTS meets the requirements set out in Decision 2001-756 and is consistent with the rate approved by the Commission for CoopTel, La Corporation de Téléphone de La Baie, Le Téléphone de St-Liboire de Bagot Inc., La Cie de Téléphone de Courcelles Inc. and Téléphone Milot inc., in Telecom Orders CRTC 2004-364, 2004-365, 2004-366, 2004-367 and 2004-368, 1 November 2004, respectively.

The Commission approves CAPTS's application. The revisions take effect as of the date of this Order.

CAPTS is to issue revised tariff pages forthwith to reflect these changes.
