              RE:   Bell Canada Tariff Notice No. 6917

On 15 December 2005 , the Commission received an application by Bell Canada under cover of Tariff Notice (TN) 6917, in which the company proposed revisions to Special Facilities Tariff Item B103 to reduce the monthly rates for 2.5 Gigabits per second (Gbps) Local Access Service and 10 Gbps per second Local Access Service for Wavelength Select.   The company also proposed minor housekeeping changes.

T he company is requested to provide responses to the attached questions, and to allow the Commission to deal expeditiously with the application, responses are requested by 18 January 2006 .

The company is further requested to provide comprehensive answers to these questions, including any supporting information to allow the Commission to deal with the application, within one round of interrogatories.   Failure to do so could result in denial of the application on the ground that sufficient information has not been provided by the company to allow an intelligent and expeditious disposition of the file.

The Commission expects to render a decision on this application within 45 business days of the filing date.

Questions on TN 6917

  1. In its application, the company noted that the custom-designed arrangement is a Type 1 CSA, and submitted a cost study for a Type 1 CSA.   Commission staff notes that, in Telecom Order CRTC 2005-400 dated 8 December 2005 , the Commission approved this customer-designed arrangement on a final basis as a Type 2 CSA under cover of Tariff Notice 6807.

    Provide rationale as to why the company's application under TN 6917 is for a Type 1 CSA, in light of Order 2005-400.
  2. Explain, in detail, the differences between the service elements included in the cost studies filed in support of TN 6807 and TN 6917.   For each service element, provide the cost differences between TN 6807 and TN 6917 and explain any differences in the costs.
  3. Explain, in detail, how the access component from the customer's premise to the company's central office is provisioned under TN 6917, and provide a schematic diagram identifying all service elements and demarcation points between such service elements.  
  4. For comparative purposes, provide a schematic diagram identifying all service elements and demarcation points between such service elements for the custom-designed arrangement filed under cover of TN 6807 .
