Re: Bell Canada Tariff Notice 6897 - Bell Digital Voice Service

On 19 September 2005, the Commission received the company's responses to the Commission's 6 September 2005 interrogatories with regard to the above referenced application.

The company is requested to provide comprehensive answers, including any supporting information, to the attached supplemental questions by 3 October 2005.

1.   Confirm that:

a)  The company supports the porting of telephone numbers from Bell Canada to a competitor within exchanges in the company's operating territory that are used as primary numbers in conjunction with Bell Digital Voice Lite service.

b)  The company does not support the porting of telephone numbers from Bell Canada to a competitor within exchanges in the company's operating territory that are used as secondary numbers in conjunction with Bell Digital Voice Lite service.

c) The company does not support the porting of telephone numbers from Bell Canada to a competitor outside of the company's operating territory that are used either as primary or secondary numbers in conjunction with Bell Digital Voice Lite service.  

2.   In paragraph 213 of Regulatory framework for voice communication services using Internet Protocol , Telecom Decision CRTC 2005-28, 12 May 2005 (Decision 2005-28), the Commission stated that, in Local Competition , Telecom Decision CRTC 97-8, 1 May 1997, it accorded certain rights, along with accompanying obligations, to LECs, and that included among the obligations was the requirement that all LECs implement LNP. The Commission further stated that it considers that this ruling applies to LECs providing local VoIP services.

Reconcile, with arguments, the company's position with respect to LNP capabilities supported by its Bell Digital Voice Lite service and the company's obligations as per the Commission's determinations in Decision 2005-28 for:

a)  Primary numbers assigned from within the company's operating territory;

b)  Primary numbers assigned from outside the company's operating territory;

c)  Secondary numbers assigned from within the company's operating territory; and

d)  Secondary numbers assigned from outside the company's operating territory.

3.   Assume that the Commission reaffirms its determination in Decision 2005-28 with regard to the requirement that LECs providing local VoIP services are to implement LNP, confirm when the company would be able to support LNP in conjunction with its Bell Digital Voice services. If a difference in timing would be required for primary vs. secondary numbers, identify and explain.
