In its 1 September 2005 filing letter, the company indicated that it has identified system constraints which preclude the support of number portability for secondary numbers.

  1. Describe, in detail, the nature of these constraints that are preventing the company from supporting number portability for secondary numbers.

  2. Explain why it is possible to support number portability for primary numbers, but not secondary numbers.

  3. Confirm whether these constraints prevent the company from supporting number portability for secondary telephone numbers associated only with NPAs outside of Bell Canada operating territory, those inside Bell Canada operating territory, or all Canadian NPAs.

  4. Indicate the company's plans to resolve this issue, if any, and if so, indicate when it expects to be able to restore this capability.

  5. In instances where a Bell Digital Voice customer wishes to no longer use a given telephone number as a secondary number, but instead wishes to use the same number in conjunction with another LEC's service, confirm that Bell Canada would release the number so that it could be ported by the other LEC.   If Bell Canada would not release the number, provide justification as to why not?
