Regulatory compliance by TELUS Communications Inc. with respect to Centrex stand-alone contracted services

This letter concerns the regulatory compliance process initiated by the Commission with respect to TELUS Communications Inc. (TELUS) following the issuance of Measures with respect to incumbent telephone company regulatory compliance, Telecom Public Notice CRTC 2003-4, 10 April 2003 (Telecom Public Notice 2003-4).  

This process pertained to the provision of Centrex stand-alone contracted services (contracted Centrex) by TELUS and included an on-site inspection on a sample basis by RSM Richter Consulting Inc. (formerly Richter, Usher & Vineberg) [Richter], pursuant to section 71 of the Telecommunications Act , with respect to Centrex customers with 50 lines or more for contracted Centrex provided in Alberta during August 2003.     

Richter's report shows that TELUS was in substantial compliance with its regulatory obligations with respect to contracted Centrex and that there was no pattern of non-compliance reflective of an anti-competitive purpose or effect.       

We note the company's comments with respect to Richter's report as well as the changes made to TELUS' systems and procedures following the issuance of Telecom Public Notice 2003-4.
