Mr. Tom Sullivan Dear Mr. Sullivan: Re: Tariff Notice 1 - Competitive Local Exchange Carrier General Tariff On 13 July 2005 , the Commission received an application by Wightman Communications Ltd. (Wightman), under cover of Tariff Notice 1, in which the company proposed to introduce its Competitive Local Exchange Carrier (CLEC) General Tariff, pursuant to Local competition , Telecom Decision CRTC 97-8, 1 May 1997 . In its General Tariff, the company proposed rates, terms and conditions for the provision of interconnection services to other telecommunications service providers, reflecting version 23 of the CLEC model tariff related to Model tariff for the interconnection services of competitive local exchange carriers , Telecom Decision CRTC 2002-54, 3 September 2002. Commission staff notes that: (a) Wightman's proposed General Tariff does not reflect the latest version of the CLEC model tariff, version 24; (b) the company did not specify, in its cover letter, or in the proposed General Tariff, the territory in which it proposes to provide service, and reflect rates only for the territory in which the company proposes to provide service; and (c) the company did not specify in its proposed General Tariff the name of a chartered bank with respect to the CLEC model tariff references related to "the Canadian Chartered Bank of the Company's choice" but instead named the Bank of Canada. In light of the above, Commission staff is returning the company's application. Consequently, this application is closed. However, the Commission is open to examining a new application from the company that would address the items noted above. The application must be filed under cover of a new tariff notice.
