Dear Mr. Maksimow:

Re: Tariff Notice 570 - Megalink Service

On 8 July 2005 , MTS Allstream filed Tariff Notice 570 (TN 570) requesting Commission's approval of proposed rate changes and a change to the service definition effective 1 September 2005 .

In its tariff notice, the company proposed increases to the ISDN Digital Trunk Controller (DTCI) Port monthly rates that are greater than the 10% rate element constraint allowable for Other capped services as determined by the Commission in Regulatory framework for second price cap period , Telecom Decision CRTC 2002-34, 30 May 2002.   In addition, the revised Price Cap model submitted by the company does not correctly calculate the new service basket index.   Also, the proposed revision to the service definition is inconsistent with references to 24B channel systems throughout in the existing tariff.   Consequently, this application is closed.

Yours sincerely,
