Re: Tariff Notice 405 - Digital Network Services

On 21 June 2005 , the Commission received an application from TELUS Communications Inc. under cover of Tariff Notice 405, to revise General Tariff item 5.01.02, Digital Network Services (CRTC 25080). 

In Telecom Decision CRTC 2003-57, Société en commandite de Télébec and TELUS Communications (Québec) inc. annual price cap filings, dated 22 August 2003 (Decision 2003-57), the Commission concluded that Télébec and TELUS Québec should file cost studies and imputation test results or alternate costing support, whichever is appropriate depending on the type of service, when filing tariff applications to introduce a new service or to propose implicit or explicit rate reductions to an existing service. 

Commission staff notes that the proposed change is deemed a new service and that the Company should submit OC-12 to OC-3 and OC-12 to DS-3 multiplexing services separately.   For the new OC-12 to DS-3 multiplexing service, the Company should submit a cost study in support of the proposed rate.   Accordingly, this file is now closed.   However, the Commission would allow the Company to file a new application under cover of a new Tariff Notice to remedy the aforementioned deficiencies.
