RE:    Associated with TCI Tariff Notice No. 180

On 31 May 2005, the Commission received an application by TELUS Communications Inc. (TCI) under cover of Tariff Notice 180, in which the company proposed revisions to General Tariff (CRTC 21461), Item 315 to introduce a new service bundle: the Residence Features Bundle.

The company is requested to provide responses to the attached questions.

In order to allow the Commission to deal expeditiously with the application, the company is requested to provide responses within 7 business days of this letter.

The company is requested to provide comprehensive answers to the questions, including any supporting information to allow the Commission to deal with the application, within one round of interrogatories.   Failure to do so could result in denial of the application on the ground that sufficient information has not been provided by the company to allow an intelligent and expeditious disposition of the file.  

The company is also requested to file with the Commission, within 2 business days, a public version of the questions to be posted on the CRTC website.

Commission staff questions on TN 180

Commission staff notes that the proposed Residence Features Bundle is available to existing TCI customers that have TCI as both its Local Exchange Carrier and Primary Interexchange Carrier.   Under such an arrangement, long distance service would be a service element of the proposed tariffable bundle (i.e., when customers subscribe to TCI's primary exchange, local features and long distance services they derive a financial benefit).   In Telecom Decision CRTC 2005-27, Review of price floor safeguards for retail tariffed services and related issues , 29 April 2005 (Decision 2005-27), the Commission indicated that, when filing applications for approval of general tariff bundles, the ILECs must demonstrate that the revenues from a bundle would equal or exceed the cost of all service elements which make up the bundle.

  1. Provide rationale as to why, in the company's view, the revenues and costs of long distance service have not been included in the imputation test for the proposed Residence Features Bundle pursuant to Decision 2005-27.
  2. Indicate whether or not the company would be prepared to offer the proposed Residence Features Bundle without the condition that TCI customers must have TCI as its Primary Interexchange Carrier.   If so, the company is directed to file the amended tariff pages.   If not, the company is directed to file an imputation test for the proposed Residence Features Bundle that includes the revenues and costs of long distance service
