Ms. Molly Slywchuk Dear Ms. Slywchuk, Re: Tariff Notice 218 Rate Increases Centrex, Individual Residential, Business, and Multi Line Access Services On 25 May 2005 the Commission received an application from NorthernTel Limited Partnership (NorthernTel) under cover of Tariff Notice 218, which proposes rate increases with respect to Centrex, individual residential, business, and multi line access services as well as Switched 56 data services. In Regulatory framework for the small incumbent companies , Decision CRTC 2001-756, 14 December 2001, the Commission assigned individual residential access services to the first service basket, business and multi line access services to the second service basket, and all other services, such as Centrex and data services to the fourth service basket. The Commission determined that in the absence of any exogenous factors, the rates for the first and second service baskets would be permitted to increase each year by no more than the Gross Domestic Product Implicit Chain Price Index (GDP-PI) to a maximum of $4.00. The Commission also determined that rates for services in the fourth service basket would generally be permitted to increase up to any already approved rate for the same service. The Commission stated that tariff applications for services in the fourth services basket should note when and where the Commission approved the referenced rate. For rate increases that go beyond this, an economic study must accompany the application. Commission staff notes that NorthernTel has proposed to increase Centrex and Switched 56 data service rates by the GDP-PI. NorthernTel did not provide an appropriate reference to an already approved rate or submit an economic study in support of the proposed rates as is required for services in the fourth service basket. Additionally, the Switched 56 data service rate increase was not referred to in the cover letter. Consequently, this application is closed. The Commission is open to examining a new application from the company containing the missing information. The application must be filed under cover of a new tariff notice. Sincerely,
