Dear Parties:

Re:   Application by Mrs. Marie Stark and Mr. Chris Stark to review and vary Review of Regulatory Framework, Telecom Decision CRTC 94-19, 16 September 1994

This is further to Commission staff's letter dated 23 September 2003 , regarding the hiring of a research consultant to prepare a report, building on the information on the record of this proceeding.

Please find attached an electronic copy of the report by Acuity Research Group Inc. (Acuity) entitled "Telephone terminals and accessibility with special reference to visual disabilities", March 2005 (the Report).   Note that the Report is the work of Acuity and does not necessarily reflect the views of the Canadian Radio-television and Telecommunications Commission (the Commission).   The Report now forms part of the record of this proceeding.   Copies of the report are available at the offices of the Commission upon request.   The Report contains a limited number of tables and figures, which are explained in the text.   If you have any questions in this regard, please contact Mrs. Renée Gauthier at 994-5174.

No action by the parties is required at this time.   A revised procedure for this proceeding, taking into account the various requests on the record to date, will be announced shortly.   At that time, it is expected that a response to questions that were posed concerning the scope of the proceeding will be addressed.

Yours sincerely,
