Re: Doc. ID 458410 - Call-Net Enterprises Inc. - Part VII Application for Certain Relief of Billed Number Screening Charges - Process letter

Call-Net Enterprises (Call-Net) filed a Part VII application on 14 March 2005 requesting certain relief with respect to Billed Number Screening (BNS) charges.   In its application, Call-Net requested that the Commission issue the following orders to Bell Canada : 

a)  order Bell Canada to update its Phase II cost study for the BNS service transaction charge, reduce the mark-up to 15%, and update the corresponding tariff; and 

b)  order Bell Canada to cease charging the BNS transaction charge for each telephone number that Call-Net migrates. 

On 13 April 2005 , Bell Canada provided its answer.   The Commission also received comments from Rogers Communications Inc. (Rogers) on 14 April 2005 , from Quebecor Media (Quebecor) on 13 April 2005 , and from the Canadian Cable Telecommunications Association (CCTA) on 14 April 2005 . Call-Net provided reply comments on 25 April 2005.

To assist the Commission to dispose of the application, Bell Canada is requested to file an updated Phase II cost study for the BNS transaction service, and to provide tariff proposals based on the updated study and on a 15% mark-up.   Bell Canada is also requested to provide responses to the attached questions.

ATTACHMENT

Question 1:

With respect to the Phase II cost study for the BNS transaction service, provide a detailed breakdown of all activities and costs related to this service along with the assumed time estimates and unit costs for each activity.   Describe each activity and specify how the time estimate for each activity was determined.

Question 2:

Specify the process steps (activities) that Bell Canada carries out to update a customer record in the database that supports BNS, distinguishing between the following two scenarios: 

a)  a CLEC submits a request to Bell Canada to make an addition, deletion, or change in screening status for a CLEC local number stored in the database; and 

b)  a CLEC migrates a telephone number from Bell Canada . 

For each scenario, describe the sequence of actions for the service update, starting with the CLEC request that initiates the change, followed by the steps carried out by Bell Canada to execute the update of the customer record in the database supporting BNS, and ending with the CLEC being provided confirmation that the change has been completed. 

Where different mechanisms can be used to carry out an update for a scenario (for example a manual update or an automated feed from a database), provide the sequence of actions for each mechanism.
