Re: Bell Canada Tariff Notice 6864 - Competitive Local Exchange Carrier Tariff 

This is further to Bell Canada 's application filed under Tariff Notice 6864 requesting approval of its proposed Competitive Local Exchange Carrier (CLEC) General Tariff for interconnection services.   Bell Canada submitted that the tariff was based on version 23 of the CLEC model tariff. 

Pursuant to Local competition , Telecom Decision CRTC 97-8, 1 May 1997, CLECs must file proposed tariffs providing for interconnection with other providers of telecommunications services that are equivalent to the terms and conditions contained in the incumbent local exchange carriers' (ILECs') tariffs, justifying any departure there from. 

Commission staff notes that there are several wording omissions in Bell Canada 's proposed tariff.   In addition, Bell Canada has used Bell West Inc.'s CRTC tariff number, but has reflected the proposed amendments (i.e., the use of Bell Canada as the company name and the addition of the Manitoba serving area) as original tariff pages instead of revised tariff pages.   Consequently, this file is now closed. 

However, the Commission is open to examining a new application from the company which addresses the information noted above.   The application must be filed under cover of a new tariff notice.
