Re: SATAT Notice 40 - Carrier Access Tariffs

This is further to Société d'administration des tarifs d'accès des télécommunicateurs' (SATAT) application, received 1 March 2005, filed under Tariff Notice 40 to implement the directives in Direct toll and network access costing methodology for small incumbent local exchange carriers - Follow up to Decision 2001-756 , Telecom Decision CRTC 2005-3, 31 January 2005 (Decision 2005-3).

Commission staff notes that SATAT derived Equal Access (EA) rates for each member company, contrary to determinations set out in Decision 2005-3.   In that decision, the Commission stated that there would be no requirement to establish individual EA rates per minute.   The Commission concluded that EA start up costs should continue to be amortized over a 10 year period, without mark-up, and that cost recovery should continue to be allocated to the IXCs based on conversation minutes.

In light of the above, we are unable to proceed.   Consequently, this application is closed.

The company is directed to file a new application which addresses the information noted above.   The application must be filed under cover of a new tariff notice.   The company is free to contact the Commission should it require further information.
