Subject: Area code 519 jeopardy condition

On 17 December 2004 , the Canadian Numbering Administrator (CNA) and Commission staff reviewed the results of a Special Numbering Resource Utilization forecast (S-NRUF) for area code 519.   In a letter dated 21 December 2004 , the CNA indicated that Commission staff had confirmed that a jeopardy condition for area code 519 existed.

On 21 December 2004 , the CNA requested a Jeopardy NRUF (J-NRUF).   On 24 December 2004, Commission staff requested that all entities including those that are not current CO code holders but expect to have entire CO codes, or large quantities of telephone numbers, within area code 519 available for their use between now and the current relief date of October 2006 to so advise the CNA through the J-NRUF process by no later than 31 January 2005.

On 24 December 2004 , given the jeopardy condition in area code 519, staff also requested the CNA to convene an emergency conference call with members of the Numbering Plan Area 519 Relief Planning Committee (the 519 RPC) to discuss how quickly the new area code could be implemented and how quickly a consumer awareness program could be launched.  

Following the emergency meeting, the 519 RPC submitted recommendations on 31 January 2005 .   Having reviewed these recommendations, as well as the J-NRUF results received on 28 February 2005, staff is confident that the timelines established in NPA 519 Relief Plan (Southwestern Ontario) Telecom Decision CRTC 2004-62, 27 September 2004 (Decision 2004-62) remain appropriate and need not be changed.   Staff will continue to review CO code requests and the Jeopardy procedures established in December 2004 shall remain in effect.
