Dear Mr. Palmer:

Subject: Tariff Notice 833 - Special Facilities Services

On 12 October 2004 , the Commission received an application from Bell Canada under cover of Tariff Notice 833, requesting approval of a revised tariff related to the services provided under the Customer Specific Arrangement (CSA) contract number P3-153.

Commission staff has found errors or omissions in the proposed tariff pages, as follows:

•  4(f).         Long Distance and Toll-Free Services
Minimum Annual Usage Commitment indicated that the Customer agrees to use 10 million combined Toll-Free and Outbound Toll minutes each year of the MCP.   This number differs from what is indicated in the contract.
•  5(3)a.      Business Internet Dedicated Service
The months stipulated for payment of rebates differ from that indicated in the contract.

In addition, Commission staff notes that Bell Canada filed costing information in support of Tariff Notice 833.   Staff further notes, however, that Bell Canada did not indicate whether it had used the Phase II costing methodologies set out in the 18 July 2003 Commission letter, and in Telecom Decision 2003-63, Review of Bell Canada 's customer-specific arrangements filed pursuant to Telecom Decision 2002-76 , 23 September 2003 .

Consequently, this matter is now closed.

However, the Commission is open to examining a new application from the company containing the missing information.   The application must be filed under cover of a new tariff notice.

Sincerely,

'Original signed by S. Hutton '
