This refers to the letter dated 16 August 2005 from the Canadian Cable Telecommunications Association (CCTA), our letter dated 19 August 2005 and your letter and joint submission filed on behalf of City West Group of Companies (City West) and Monarch Cable Systems Ltd. (Monarch), dated 26 August 2005 . Commission staff notes that the Direction to the CRTC (Ineligibility to Hold Broadcasting Licences), SOR/97-231, 22 April 1997 (the Direction) provides an exception to the general prohibition against the eligibility of municipalities to hold broadcasting licenses. Commission staff further notes that the availability of the exception set out in section 4 of the Direction is a Commission determination. In the result this matter will be referred to the Commission for determination. The CCTA may, no later than 6 September 2005, file reply comments, serving a copy on legal counsel for City West and Monarch . Sincerely, Original letter signed by
