Application by TELUS Communications Inc. (TELUS) to amend the licences of the cable distribution undertakings serving the above-mentioned locations. | ||
The licensee proposes an amendment to the authorizations and conditions of licence relating to signal carriage by including CKRD-TV (CBC) Red Deer as part of the basic service in Edmonton and Calgary, by offering a US "4+1" Package at its option and as part either of the basic service or its discretionary service, by replacing the KSPS-TV Spokane PBS signal by KCTS-TV Seattle PBS as part of its US "4+1" package, by adding the pay audio service CBC-Galaxie to the basic service, and to no longer carry CKUA for so long as it carries CKUA-FM. | ||

The licensee is authorized to distribute, at its option, CKRD-TV (CBC) Red Deer as part of its discretionary service in Edmonton, Grande Prairie, Medicine Hat and Lethbridge. The current conditions of licence for Alberta read:
In addition to the services required or authorized to be distributed pursuant to the applicable sections of the Broadcasting Distribution Regulations, the licensee is authorized, by condition of licence, to distribute, at its option and as part of the basic service:

The licensee proposes the following: | ||
Amendment to Authorization of Licence for Alberta | ||
The licensee is authorized to distribute, at its option, CKRD-TV (CBC) Red Deer as part of its basic service in Edmonton and Calgary and as part of its discretionary service in Grande Prairie, Medicine Hat and Lethbridge.
In addition to the services required or authorized to be distributed pursuant to the applicable sections of the Broadcasting Distribution Regulations, the licensee is authorized, by condition of licence, to distribute, at its option and as part either of the basic service or its discretionary service:
- KOMO-TV (ABC) Seattle The licensee is authorized to distribute as part of its basic service the pay audio service CBC-Galaxie. |

TELUS states that it proposes the above-mentioned changes in order to offer a more attractive and competitive set of services relative to direct-to-home (DTH) distributors and incumbent cable operators in its licensed service areas. | ||
As for its request to carry CKRD-TV (CBC) Red Deer as part of the basic service in Edmonton and Calgary given that CKRD is currently available as part of its discretionary service in Edmonton, Grande Prairie, Medicine Hat and Lethbridge, TELUS states that it would have no adverse impact on local licensed programming undertakings in Edmonton and would provide for competitive parity. As for its request for authority to offer, at its option, a US "4+1" package as part of its basic service or its discretionary service, TELUS states that authorization would have no adverse impact on local licensed programming undertakings in Edmonton, because it is also available from other licensed broadcast distribution undertakings. As for its request to offer the KCTS-TV Seattle PBS signal as part of its US "4+1" Package instead of KSPS-TV Spokane PBS, TELUS states that because both originate in the same time zone and neither broadcasts commercial advertising it would have no adverse impact on local broadcasters. As for its request to offer CBC-Galaxie on basic, TELUS states that because it is already offered by other licensed broadcast distribution undertakings it would provide for competitive parity. |
