  The licensee proposes to make the two services noted above available for distribution in high definition format. The programming would be the same as the analog versions of the services.

Application No. 2004-0454-1
  Application by Rogers Cable Communications Inc. (Rogers) to amend the licence of its cable distribution undertaking serving Owen Sound.
  Rogers requests that the Commission amend its licence for the above-noted broadcasting distribution undertaking for a twelve-month period, to allow it to alter and delete the signals of U.S.-based stations WKBW-TV, WIVB-TV, WGRZ-TV, WUTV and WNED-TV (together known as the U.S. 4+1 signals), which originate from Buffalo, New York, and substitute the programming service of Toronto One on CKXT-TV Toronto occasions when this station simultaneously broadcasts the same programming.
  As Rogers explained in its application, Rogers' network architecture, which was established prior to Toronto One's launch in September 2003, is designed to create centralized feeds of the U.S. 4+1 signals from Buffalo for distribution throughout a number of systems in and around the Greater Toronto Area (GTA), including Owen Sound. With the launch of Toronto One, however, the substitution requirements in the GTA and Owen Sound now differ, mainly because Toronto One is not a priority signal in relation to the Owen Sound system. As a result, Rogers does not distribute Toronto One in Owen Sound and therefore is not authorized under the Broadcasting Distribution Regulations to substitute the Toronto One signal over the U.S. 4+1 signals in Owen Sound.
  In order to address the problem, Rogers stated that its existing network architecture could be modified to exclude Toronto One's substitutions from the feeds of the Buffalo TV stations sent to Owen Sound. Rogers submitted that, while such modifications are possible, they would require a capital investment of at least $100,000 and would take approximately 5-6 months to implement.
  As an alternative, Rogers noted that its engineers have been investigating digital signal insertion technology to support the implementation of simultaneous substitutions for Canadian digital television stations over other digital channels, such as U.S. 4+1 signals. Rogers explained that this technology can also be utilized at Rogers' local headends to perform analog simultaneous substitutions on a system-by-system basis. According to Rogers, this will give it the capability to distribute the appropriate analog U.S. 4+1 signal feeds in Owen Sound without the Toronto One substitutions. Rogers also noted that this alternative can be implemented without incurring the $100,000 capital investment.
  Rogers submitted that, while this technology has been ratified in the Society of Cable Telecommunications Engineers Digital Video Systems Committee, it is not yet at a state where it could be implemented. Rogers estimated that the integration of digital signal insertion technology with related control elements (e.g., software) should be completed by late 2004 for deployment in Rogers' systems by early 2005.
  Given the small size of its customer base in Owen Sound, Rogers expressed the view that an investment of $100,000 in technology that will soon be obsolete is not warranted. Accordingly, Rogers is requesting a twelve-month condition of licence that will allow it to continue substituting Toronto One over the U.S. 4+1 stations in Owen Sound until the digital signal insertion technology can be implemented.

Programming broadcast using an SCMO is not accessible with standard radio equipment, and requires the use of a special receiver.
