The licensee notes that the addition of programming from category 13 would allow CPAC to broadcast public service announcements (PSAs) that fall within the scope of CPAC's nature of service. These would include for example, PSAs encouraging youth voting, media literacy and other messages relating to civic affairs. | ||
The licensee states these amendments are not inconsistent with CPAC's other conditions of licence applicable to CPAC, or its nature of service. | ||

The licensee requests the addition of a condition of licence that would allow the licensee, at its option, to insert certain promotional material as a substitute for the "local availabilities" (i.e. non-Canadian advertising material) of non-Canadian satellite services. | ||
The licensee agrees to conform to the following conditions: | ||
At least 75% of these local availabilities must be made available for use by licensed Canadian programming services for the promotion of their respective services, the promotion of the community channel and for unpaid Canadian public service announcements. |

A maximum of 25% of the commercial availabilities may be made available for the promotion of the services and the discretionary programming packages, customer service information, channel realignment, and cable FM services. |
