Application no 2003-1772-8
Application by VIDÉOTRON LTÉE, CF câble TV inc. and Vidéotron (Régional) ltée (VIDÉOTRON) to amend the licence of the cable broadcasting distribution undertakings serving the above mentioned localities.
Vidéotron requests authorization to temporarily operate and distribute a high -definition (HD) television programming service, consisting of the HD programs of television signals that are licensed elsewhere in Canada but whose programming is not yet available in HD in the province of Quebec.
Vidéotron also requests a condition of licence, pursuant to Section 7 of the Broadcasting Distribution Regulations (Regulations), so that it may alter or curtail each of these television signals in order to assemble and distribute its proposed HD service.
When Vidéotron adds a television station that offers HD programs, pursuant to section 17 of the Regulations, the programs emanating from that station will be withdrawn from the requested programming service.
When two different HD programs are available at the same time, the program with the lower rating in Quebec will be recorded for distribution at the next available opportunity. Any advertisements contained within the program will be rebroadcast in their entirety. No other advertising will be added except to promote the HD-programming service and upcoming programs.
When no Canadian HD programs are available, Vidéotron will broadcast the image of an aquarium of exotic fish in HD format.
The HD programming will be distributed until
1 September 2007 unless before that date, all television stations serving the province of Quebec broadcast in A/53 format, and in HD format when HD programs are available.
