TELUS Communications (Québec) Inc.

Internet service provider link service

The Commission received an application by TELUS Communications (Québec) Inc. (TELUS Québec), dated 30 January 2004, to introduce Internet Service Provider (ISP) Link Service to its General Tariff.

The Commission received no comments with respect to the application.

In Internet service provider link service, Telecom Order CRTC 2003-490, 4 December 2003 (Order 2003-490), the Commission approved TELUS Québec's application to introduce ISP Link Service to its Special Facilities Tariff (SFT).

In Order 2003-490, the Commission determined that the costing support provided by TELUS Québec demonstrated that the proposed rates were set above their associated costs. The Commission also directed TELUS Québec to file a proposed ISP Link Service as part of a general tariff.

The Commission considers that, based on the costing provided by TELUS Québec in support of the ISP Link Service SFT, the General Tariff rates proposed in this application are set above their associated costs.

The Commission notes that TELUS Québec did not submit a price cap classification with the tariff application for the new service. Under the circumstances, the Commission has assigned the ISP Link Service to the Competitor Services basket, as a Category II service, in accordance with the criteria set out in Implementation of price regulation for Télébec and TELUS Québec, Telecom Decision CRTC 2002-43, 31 July 2002.

The Commission approves TELUS Québec's application. The revisions take effect as of 2 April 2004.
