  Ottawa, 16 March 2004

TELUS Communications Inc.

  Reference: Tariff Notice 130

Law enforcement agencies services

1.

The Commission received an application by TELUS Communications Inc. (TCI), dated 4 December 2003, to introduce General Tariff item 313, Law Enforcement Agencies (LEA) Services.

2.

The proposed services are provided, upon request, to authorized public Canadian LEAs and are comprised of "Customer Name and Address" and "Service Provider Identification".

3.

TCI proposed that LEA services be classified as Other Capped Services consistent with Regulatory framework for second price cap period, Telecom Decision CRTC 2002-34, 30 May 2002.

4.

TCI filed an imputation test in support of its application.

5.

The Commission received no comments with respect to the application.

6.

The Commission finds that the proposed terms and conditions are consistent with the terms and conditions approved by the Commission for Bell Canada's "Customer Name and Address" service and with the Commission's decision on the provision of "Service Provider Identification" and that the service is consistent with Bell Canada's classification. The Commission also finds that the imputation test is satisfactory.

7.

The Commission approves TCI's application. The revisions take effect as of the date of this order.
