The Commission received an application by TELUS Communications Inc. (TCI), dated 15 November 2004, to revise TELUS Communications (B.C.) Inc. (TCBC) General Tariff item 470, Integrated Services Digital Network - Primary Rate Interface (ISDN-PRI) Service. |

TCI proposed to add the following two optional features to the ISDN-PRI service in British Columbia: |

TCI provided a cost study in support of the proposed rates for the service. |

TCI proposed that these optional features be assigned to the Other Capped Services basket indicating that this would be consistent with the price cap treatment of other optional features for ISDN-PRI service. |

TCI also proposed to migrate the existing Special Facilities Tariff (SFT) item 503 customers onto the General Tariff Call Forward Busy (One-way) feature upon approval and to withdraw the SFT accordingly. |

The Commission received no comments with respect to this application. |

The Commission notes that in Regulatory framework for second price cap period, Telecom Decision CRTC 2002-34, 30 May 2002, ISDN-PRI service and the associated optional features were assigned to the Other Capped Services basket. The Commission therefore considers it appropriate to assign Call Forward Busy (One-way) and Call Forward Busy (Two-way) to the Other Capped Services basket. |

The Commission notes that the proposed rates for a service must satisfy the imputation test. The Commission further notes that the imputation test is the accepted method, under the current regulatory regime, of determining whether the proposed rates would be anti-competitive. The Commission finds that the proposed rates for ISDN-PRI service satisfy the imputation test. |

The Commission approves TCI's application. The revisions take effect as of the date of this Order. |
