Allstream Corp.

  Reference: Tariff Notice 18

1.

The Commission received an application by Allstream Corp. (Allstream), dated 8 December 2003, to revise the following General Tariff items:
 
  • Part B, Interconnection with Local Exchange Carriers
 

- item 201, Compensation for Traffic Termination

 
  • Part C, Interconnection with Interexchange Service Providers (IXSPs)
 

- item 302, Trunk-side Access

 

- item 303, Network Announcements for Customers of Disconnected IXSPs with Trunk-side Access

 

- item 304, Bulk Transfer of End-customers Base Between IXSPs

 

- item 305, Billing and Collection Service

 
  • Part D, Interconnection with Wireless Service Providers
 

- item 402, Trunk-side Access

 

- item 403, Line-side Access

Allstream indicated that the proposed tariff rates were identical to those contained in the competitive local exchange carrier (CLEC) Model Tariff Version 20.

The Commission received no comments with respect to the application.

In Telecom Order CRTC 2003-443, 6 November 2003, the Commission directed Allstream to file proposed tariff pages reflecting the lower interconnection rates issued by the incumbent local exchange carriers (ILECs) pursuant to Regulatory framework for second price cap period, Telecom Decision CRTC 2002-34, 30 May 2002, or to provide cost justification for any departure from the ILECs' approved interconnection rates.

The Commission notes that Allstream's proposed rates for Compensation for Traffic Termination in Nova Scotia and for Access Charge for Line-side Access Interconnection with Wireless Service Providers in Ontario/Quebec are inconsistent with the rates for comparable services issued in the ILECs' tariffs. The Commission further notes that Allstream has not provided any justification for its departure from the terms and conditions from the ILECs' tariffs.

In light of the above, the Commission approves on an interim basis, Allstream's proposed rates, subject to the company incorporating the amendments identified below:
 
  • in item 201.1, Compensation for Traffic Termination, Termination of Intra-Exchange Traffic, for the rate element associated with "Up to 96 trunks, each trunk, greater than 60%" in Nova Scotia, replace the rate of $21.85 with $21.95; and
 
  • in item 403.4.2, Line-side Access, Access Charge, for the rate element associated with "Up to 60 DS-0s" in Ontario/Quebec, replace the rate of $56.54 with $6.54.

The proposed rates are effective 1 June 2003. The Commission directs Allstream to issue forthwith revised tariff pages reflecting the changes specified above.
