Northwestel Inc.

Voice grade channels

The Commission received an application by Northwestel Inc. (Northwestel), dated 21 August 2003, to revise its Private Wire Service Tariff item 202, Voice Grade Channels, to grandfather the Adjacent Company schedule of Rates, related to Inter-city Mileage for analog circuits between the company's territory and TELUS Communications Inc.'s (TCI's) territory.

Northwestel proposed to grandfather the service in order to simplify the management of the service and reduce its costs. Specifically, the company noted that since its transmission facilities that interconnect with TCI's transmission facilities were digital, the provisioning of analog circuits between the two company's territories involved additional costs.

Northwestel noted that only four customers were still subscribing to this service; as the majority of customers had already migrated to digital services such as Digital Private line or Frame Relay, which were more cost effective. The company indicated that there have been no new requests for these analog circuits in over two years.

Northwestel submitted that it had notified the customers of this service that they could forward comments to the Commission regarding the company's application. The company advised these customers that they could retain this service until it would no longer be required or until it would be replaced by another service.

Northwestel indicated that an associated application had been filed by TCI under Tariff Notice 117.

The Commission received no comments with respect to this application.

The Commission notes that these tariff revisions will have little impact on Northwestel's existing customers, as service will continue to be offered to them at current rates.

The Commission notes that minor wording changes are required to further clarify that the grandfathered service will no longer be available to new customers, and moves and rearrangements will no longer be carried out for existing customers.

In light of the above, the Commission approves Northwestel's application, with the modification set out below:
 
  • Replace the text in Note 1, relative to the Adjacent Company schedule of Rates, with the following:
 

As of (date of order), this service is grandfathered and will not be available to new customers. Moves and rearrangements will not be carried out for existing customers. However, customers with an existing channel rated in accordance with this service may retain it until it is no longer required or replaced by another service. Digital channels are available under Digital Private Line Service, CRTC 3003, item 1112, and rated accordingly.

The revisions take effect as of the date of this order.
