Interconnection rates |

The Commission received an application by TELUS Communications Inc. (TCI), dated 18 August 2004, to revise the following General Tariff items of the former TELUS Communications (Québec) Inc. (TCQ), in order to reflect the lower interconnection rates issued by the incumbent local exchange carriers (ILECs) pursuant to Regulatory framework for second price cap period, Telecom Decision CRTC 2002-34, 30 May 2002. |

TCI also proposed non-material revisions to its tariff. |

TCI requested that the rates take effect as of 1 June 2004. |

The Commission received no comments with respect to the application. |

In Local competition, Telecom Decision CRTC 97-8, 1 May 1997, the Commission determined that it was in the public interest to require competitive local exchange carriers (CLECs) to provide interconnection to all IXSPs and WSPs, at terms and conditions that were equivalent to those contained in the ILECs' tariffs. The Commission required all CLECs to file proposed tariffs for interconnection, justifying any departure from the terms and conditions contained in the ILECs' tariffs. |

The Commission notes that the proposed rates conform to ILECs rates that were effective 1 June 2004. |

The Commission also notes that the proposed non-material revisions have no impact on rates or services provided. |

Accordingly, the Commission approves on an interim basis TCI's application. The revisions take effect 1 June 2004. |
