Telecom Order CRTC 2004-305

  Ottawa, 8 September 2004

Vidéotron Télécom ltée

  Reference: Tariff Notice 12

Interconnection rates

The Commission received an application by Vidéotron Télécom ltée (VTL), dated 15 July 2004, to revise the following General Tariff items in order to reflect the lower interconnection rates issued by the incumbent local exchange carriers (ILECs) pursuant to Regulatory Framework for second price cap period, Telecom Decision CRTC 2002-34, 30 May 2002.
  • Part B - Interconnection with Local Exchange Carriers
item 201, Compensation for Traffic Termination
  • Part C - Interconnection with Interexchange Service Providers (IXSPs)
    item 302, Trunk-side Access
item 303, Network Announcements for Customers of Disconnected IXSPs   with Trunk-side Access
item 304, Bulk Transfer of End-Customer Base Between IXSPs
item 305, Billing and Collection Service
  • Part D - Interconnection with Wireless Service Providers
    item 402, Trunk-side Access
    item 403, Line-side Access

VTL requested that the rates take effect as of 1 June 2004.

The Commission received no comments with respect to the application.

In Local Competition, Telecom Decision CRTC 97-8, 1 May 1997, the Commission determined that it was in the public interest to require competitive local exchange carriers (CLECs) to provide interconnection to all interexchange service providers and wireless service providers, at terms and conditions that were equivalent to those contained in the ILECs' tariffs. The Commission required all CLECs to file proposed tariffs for interconnection, justifying any departure from the terms and conditions contained in the ILECs' tariffs.

The Commission notes that the rates conform to ILECs rates that were effective 1 June 2004.

Accordingly, the Commission approves on an interim basis VTL's application. The revisions take effect 1 June 2004.
