Host Remote and Direct Connect Agreement

The Commission received an application by NorthernTel, Limited Partnership (NorthernTel), dated 16 February 2004, for approval of the Host Remote and Direct Connect Agreement (the agreement) between NorthernTel and O.N.Telcom.

In O.N.Telcom - Implementation of toll competition and related matters, Decision CRTC 2001-583, 13 September 2001 (Decision 2001-583),the Commission determined the terms and conditions applicable to the implementation of toll competition in O.N.Telcom's toll serving territory. Both O.N.Telcom and NorthernTel own and operate facilities between NorthernTel's DMS-100 switch in Timmins, Ontario and NorthernTel's remotes.

In Decision 2001-583, the Commission determined that for the period 1 January 2002 to 1 January 2004, the host-remote links must continue to be provided for toll traffic by O.N.Telcom. The Commission also directed NorthernTel to remit a host-remote link rate of $0.004300 per conversation minute of toll traffic per end to O.N.Telcom for the period in question. Further, the Commission authorized NorthernTel to charge a Direct Connect rate of $0.003700 per conversation minute per end for toll traffic routed to its local network.

The proposed agreement covers the exchange of toll traffic information, and the ongoing management and operation of the said host-remote network.

The Commission received no comments with respect to the application.

The Commission is satisfied that the agreement complies with its directives in
Decision 2001-583.

7.

The Commission approves NorthernTel's application.
