The Commission received an application by Dryden Municipal Telephone System (DrydenMTS), dated 3 November 2003, requesting approval of its Primary Interexchange Carrier/Customer Account Record Exchange Customer Handbook (PIC/CARE handbook). |

Dryden MTS's PIC/CARE handbook would provide interexchange carriers (IXCs) with information relating to the exchange of PIC/CARE information between an IXC and Dryden MTS. |

The Commission received no comments with respect to the application. |

In July 2000, the CRTC Interconnection Steering Committee (CISC) Business Process Working Group developed a model PIC/CARE handbook (CISC model), which was updated in July 2003, for use by the telecommunications industry. |

The Commission finds that the information provided in Dryden MTS's PIC/CARE handbook isgenerally consistent with the CISC model, but considers that certain provisions of DrydenMTS's PIC/CARE handbook are incomplete or require modifications. |

Accordingly, the Commission approves Dryden MTS's PIC/CARE handbook, subject to Dryden MTS incorporating the amendments identified below: |

- in the second sentence of the second paragraph, replace the word "change" with "charge"; and |
|
- in the third paragraph of the section entitled "Mailbox", spell out the acronyms "BGS" and "BGE" or replace them with the correct acronym, asrequired; |
|
|
|
In the event of an inconsistency in PIC selection information between the AC's customer file and DMTS's switch database file, DMTS's switch database file shall prevail. |

4.5 Stale Dated Transactions |
|
Stale dated transactions are measured from the date of customer authorization to the date the order is received by DMTS. All transactions with an end-user authorization date older than 90 calendar days are considered stale and will not be processed by DMTS. The AC will be notified accordingly using the appropriate TCSI code. |

The Commission directs Dryden MTS to issue, within 30 days of the date of this order, a revised PIC/CARE handbook reflecting the modifications noted above, which is to be available for inspection by the public at Dryden MTS's business office during business hours. The company is further directed to provide the Commission with a copy of its revised PIC/CARE handbook for placement in the public examination room in Gatineau, which should be sent to the Secretary General at CRTC, Ottawa, Ontario, K1A 0N2. |
