MTS Allstream Inc.

Calling Feature Flex Packs

The Commission received an application by MTS Allstream Inc. (MTS Allstream), dated 28 June 2004, to introduce General Tariff item 2263, Calling Feature Flex Packs, in order to provide individual line residential or business service customers with optional local service bundles.

MTS Allstream proposed a monthly rate of $12.00 for a bundle consisting of four features and a monthly rate of $14.00 for a bundle consisting of five features to residential and business customers that use MTS Allstream as their primary interexchange carrier (PIC). MTS Allstream also proposed monthly rates of $14.00 and $16.00 for the same respective bundles to customers who do not use MTS Allstream as their PIC.

MTS Allstream proposed to classify the residential bundles to the residential optional local service basket, and the business bundles to the uncapped services basket.

MTS Allstream filed an imputation test in support of its proposed rates.

The Commission received no comments with respect to the application.

The Commission notes that it has previously approved discounted rates for subscribers of an incumbent local exchange carrier (ILEC) who use that ILEC as their PIC.

The Commission finds that MTS Allstream correctly classified the bundles into their respective baskets, in accordance with Regulatory framework for second price cap period, Telecom Decision CRTC 2002-34, 30 May 2002.

The Commission also finds that the imputation test is satisfactory.

9.

Accordingly, the Commission approves MTS Allstream's application. The revisions take effect as of 1 September 2004.
