Telecom Order CRTC 2004-194

  Ottawa, 15 June 2004

Aliant Telecom Inc.

  Reference: Tariff Notice 134

Interconnecting circuits with trunk-side access

1.

The Commission received an application by Aliant Telecom Inc. (Aliant Telecom), dated 10 May 2004, to revise item 70, Interconnecting Circuits with Trunk-Side Access, of Island Telecom Inc.'s, Maritime Tel & Tel Limited's and NewTel Communications Inc.'s Access Services Tariff, as well as item 800, Access Service for Interconnection with Inter-Exchange Facilities to Provide Public Long Distance Services, of NBTel Inc.'s Access Services Tariff, in order to remove the reference to the recovery charge for equal access (EA) start-up costs associated with long distance service.

2.

The Commission received no comments with respect to the application.

3.

In a Commission staff letter entitled Staff opinion on the termination dates of the equal access start-up cost recovery charge of the incumbent local exchange carriers, dated 7 August 2003, Commission staff considered that the implementation date of the EA tariff in each incumbent local exchange carrier territory is the appropriate commencement of the 10-year amortization period. Accordingly, Commission staff considered it appropriate to terminate the EA start-up recovery tariff on the 10-year anniversary of the implementation date of the EA tariff.

4.

The Commission notes Aliant Telecom's submission that the recovery of EA start-up costs would end on 1 July 2004 for the above companies, and consequently, requested the same effective date for its withdrawal.

5.

The Commission approves Aliant Telecom's application. The revisions take effect as of 1 July 2004.
