Brooke Telecom Co-operative Ltd.

Residential primary exchange service

The Commission received an application by Brooke Telecom Co-operative Ltd. (Brooke), dated 12 March 2004 and amended on 7 May 2004, to revise item 4, Rate Schedules for Primary Exchange (Local) Service, under section 100 of its General Tariff in order to increase the monthly rate for its residential primary exchange service (PES) from $19.85 to $20.60.

The Commission received no comments with respect to the application.

In Regulatory framework for the small incumbent telephone companies, Decision CRTC 2001-756, 14 December 2001 (Decision 2001-756), the Commission assigned residential PES to the first service basket. The Commission determined that in the absence of any exogenous factors, the rates for residential PES would be permitted to increase each year by no more than inflation.

In Decision2001-756, the Commission also determined that the small incumbent local exchange carriers could increase the monthly residential PES rates to $22.75, where residential PES rates were between $18.75 and $22.74.

The Commission notes that Brooke's proposed rate increase is in accordance with the Commission's determinations in Decision 2001-756.

The Commission approves Brooke's application. The revisions take effect as of 1 July 2004.

Brooke is to issue revised tariff pages forthwith to reflect this change.
