Call management services

1.

The Commission received an application by O.N.Telcom dated 12 February 2004 and amended on 25 March 2004, to revise item 2485, Call Management Service, of section 15 of its General Tariff in order to:
  a) increase the monthly rates for the following Call Management Services:
 
  • Call Display (call number only) for residential customers from $5.00 to $6.00, and for business customers from $5.00 to $8.00;
 
  • Call Return for residential customers from $2.70 to $5.00, and for business customers from $2.70 to $7.00;
 
  • Call Screen for residential customers from $2.70 to $5.00, and for business customers from $2.70 to $7.00;
 
  • CMS Package #1, Call Display + Call Screen for residential customers from $6.85 to $7.95, and for business customers from $6.85 to $8.95;
 
  • CMS Package #2, Call Display + Call Return for residential customers from $6.85 to $7.95, and for business customers from $6.85 to $8.95; and
 
  • CMS Package #3, Call Display + Call Return + Call Screen for residential customers from $7.85 to $10.95, and for business customers from $7.85 to $12.95;
  b) introduce additional Call Management Services at the following monthly rates:
 
  • Call Display (name and number) for residential and business customers at $6.00 and $8.00 respectively;
 
  • Visual Call Waiting for residential and business customers at $9.95 and $12.95 respectively;
 
  • Call Transfer for business customers only at $8.95;
 
  • O.N.Telcom's Accessibility Package for residential and business customers at $13.95 and $17.95 respectively;
 
  • O.N.Telcom's Display Package for residential and business customers at $17.95 and $25.95 respectively;
 
  • O.N.Telcom's Messaging Package for residential and business customers at $22.95 and $33.95 respectively;
 
  • O.N.Telcom's Mini-Display Package for residential and business customers at $15.95 and $22.95 respectively;
 
  • O.N.Telcom's Mini-Messaging Package for residential and business customers at $15.95 and $22.95 respectively;
 
  • Six Calling Features Excluding Visual Call Waiting for residential and business customers at $24.95 and $27.95 respectively; and
 
  • Four Calling Features and Visual Call Waiting for residential and business customers at $24.95 and $27.95 respectively.

In addition, O.N.Telcom proposed to grandfather Call Display (call number only) until 31 December 2004, after which the remaining customers would be placed on Call Display (name and number) at no additional cost.

O.N.Telcom also proposed to introduce, in section 500 of the former Abitibi-Consolidated Telephone System General Tariff, Call Management Services at the following monthly rates:
 
  • Call Display (name and number) for residential and business customers at $6.00 and $8.00 respectively;
 
  • Call Return for residential and business customers at $5.00 and $7.00 respectively;
 
  • Call Screen for residential and business customers at $5.00 and $7.00 respectively;
 
  • CMS Package #1, Call Display + Call Screen for residential and business customers at $7.95 and $8.95 respectively;
 
  • CMS Package #2, Call Display + Call Return for residential and business customers at $7.95 and $8.95 respectively;
 
  • CMS Package #3, Call Display + Call Return + Call Screen for residential and business customers at $10.95 and $12.95 respectively;
 
  • Visual Call Waiting for residential and business customers at $9.95 and $12.95 respectively;
 
  • Call Transfer for business customers only at $8.95;
 
  • O.N.Telcom's Accessibility Package for residential and business customers at $13.95 and $17.95 respectively;
 
  • O.N.Telcom's Display Package for residential and business customers at $17.95 and $25.95 respectively;
 
  • O.N.Telcom's Messaging Package for residential and business customers at $22.95 and $33.95 respectively;
 
  • O.N.Telcom's Mini-Display Package for residential and business customers at $15.95 and $22.95 respectively;
 
  • O.N.Telcom's Mini-Messaging Package for residential and business customers at $15.95 and $22.95 respectively;
 
  • Six Calling Features Excluding Visual Call Waiting for residential and business customers at $24.95 and $27.95 respectively; and
 
  • Four Calling Features and Visual Call Waiting for residential and business customers at $24.95 and $27.95 respectively.

Further, O.N.Telcom proposed a promotional campaign from 30 March 2004 to 30 August 2004 whereby customers who subscribe for the first time to eligible Call Management Service packages would receive their purchase free for two months.

In Regulatory framework for the small incumbent telephone companies, Decision CRTC 2001-756, 14 December 2001, the Commission assigned the services in question to the fourth price cap service basket. In that decision, the Commission determined that rates for such services would generally be permitted to increase up to any already approved rate for the same service.

The Commission finds that the proposed rates are equal to or less than rates previously approved for similar services by other companies.

The Commission received no comments with respect to the application.

8.

The Commission notes that minor wording changes are required to the tariff pages in order to clarify further that the grandfathered service, noted above, will no longer be available to new customers, and moves and rearrangements will no longer be carried out for existing customers.

9.

The Commission directs that the proposed tariff revisions be modified in Note 2 of paragraph 3, item 2485, Call Management Service, section 15, to replace the wording "discontinued on" to "grandfathered until", and also to add a second paragraph as follows:
 

As this feature is grandfathered, it will no longer be available to new customers and moves and rearrangements will no longer be carried out for existing customers.

10.

The Commission permits O.N.Telcom to begin offering the five-month promotion, at a later date.

11.

The Commission approves, subject to the above changes, O.N.Telcom's application. The revisions take effect as of the date of this order.

12.

O.N.Telcom is to issue revised tariff pages forthwith to reflect these changes.
